FAB RULES
NEHHAS - FIELD ARCHAEOLOGY BRANCH
RULES 1. TITLE 2. PURPOSE The main object of the Society shall be: To promote the advancement of public education in the subjects of archaeology and history, especially of and in North East Hampshire and adjecent areas. In furtherance of this object only, the Society shall have the following powers (a) to encourage archaeological and historical activity in North East Hampshire 3. FINANCE 4. CONSTITUTION 5. The society shall be known as the NEHHAS - Field Archaeology Branch. Hereafter known as the Society.
(b) to encourage participation in historical research, field work, and excavations
(c) to publish in every appropriate form the results of archaeological and historical work in North East Hampshire
(d) to promote good standards of field work, excavation, conservation, research and publication
(e) to establish close liaison with similar societies, local authorities, county and national bodies and educational bodies
(f) to promote where desirable the preservation of any site, building, monument, object, record or document of historical, archaeological or architectural interest in North East Hampshire or related or connected there to
(g) to conduct excavations, field work, surveys and historical research, insuring publication of useful results are made available to those interested
(h) to raise funds as necessary to enable the objects to be achieved by public appeal, direct approach to donors, and by other means as appropriate. The society shall not undertake any trading of a permanent nature in raising funds for its charitable objects
(i) to accept gifts or loans of material relevant to these objects, exchange or deposit or dispose of such material by way of loan or gift to bodies of similar objects to the Society
(j) to arrange meeting, lectures, training courses, visits to sites of historical or archaeological interest
(k) to engage in other activities the Committee consider shall further the object of the Society.
(a) The funds of the Society shall be applied solely to the stated objects of the Society
(b) No member of the society shall receive payment directly or indirectly for services to the Society or for other than legitimate expenses incurred in its work.
The Society shall consist of such President, Vice President and members and honorary members as the AGM shall determine.
The Society shall be governed by a Committee between AGMs. The Committee shall consist of a Chairperson, Secretary, Treasurer, Field (Works & School), PR & Membership. The Committee shall have the power to co-opt additional members as and when necessary. The quorum for the Committee meetings shall be more than half the members.
The Society may accept into membership any active person. With regard to junior members, sixteen years of age shall be the minimum unaccompanied age. Young members under this age must always be sponsored by an adult member or visitor
The annual subscription for each full Members shall be decided by the members at a General Meeting. Subscriptions become due on 1st January. Members joining the Society during the last four months of the financial year shall be accepted as fully paid-up members for the following year. Renewal of subscriptions must be paid by 31st July every year unless the committee shall decide otherwise.
The accounting year shall end on 31st December. The audited accounts shall be submitted to the AGM. The treasurer shall as far as possible keep the funds in an interest -bearing account. Two signatures for cheques shall be the treasurer, Chairperson, or the Secretary. The Treasurer shall keep an inventory of equipment belonging to or in the care of the Society.
EXCAVATION FUND. The Society may operate a General Excavation Fund as a separate item in the accounts, which may be increased by votes from the running account, or by voluntary contributions from members occasionally called for by the Committee, by other donations or by grants from such bodies as Local Councils, County Councils where the grant is not for a specific excavation. The fund monies may only be spent on equipment for, or running expenses in connection with, an excavation.
From January in any year a member may send an Email questionnaire to all members, and results posted on a website. In March Committee members shall send their reports by Email to all members. The Secretary shall send Notice of all business including business resulting from Questionaires, and candidates standing for the Committee, to all members. Voting shall be by Email with all votes posted on a website. The timing of a vote may be fixed by the proposers or Committee to allow for questions and discussion at Society excavations, field work or events. The PR & Membership Secretary shall maintain an Email database of members available to all members.
Where a member wishes to raise any matter outside the AGM proceedures he may send a Questionaire by Email to all members. If this attacts support of 20% of members then the issue will be resolved as near as maybe to the AGM voting proceedure.
Affiliation to kindred bodies shall be determined by the membership at the AGM.
A regular publication giving news of activities shall be published a minimum of twice a year and an Annual Report shall be made at the time of the Annual General Meeting.
The rules may be altered or added to or dissolution agreed by a two-thirds majority of the members present at a General Meeting. In the event of dissolution, the remaining Society assets shall be donated to a bona fide archaeological charity. No alternation of the Rules may be made which would have the effect of causing the Society to cease to be a charity at law
